Annual report 2025: Record exports in a year of mixed signals

Flowers aren’t the only things finally popping up these days. The 2025 Annual Report is finally ready. While we are all accustomed to the fact that "things take time" in the offshore wind industry, the results for 2025 show that the Norwegian supply chain is moving faster than ever.

2025 was a year of contrasts. While global political ambitions occasionally struggled to translate into immediate project execution, the Norwegian supply chain proved its resilience. Regardless of the headwinds, here is 2025 summarized in words and figures.

A record-breaking year for exports

The most striking figure in this year’s report is the surging export market. Despite a slower pace in domestic project development, the Norwegian supply chain reached a record-breaking turnover of NOK 60 billion.

"This proves that Norwegian expertise is more sought after than ever," says the report. With "local content" requirements becoming the global standard, our international focus has shifted from being a strategic choice to an absolute prerequisite for success.

A shifting membership landscape

The cluster’s membership base underwent a clear evolution in 2025, reflecting a broader market consolidation:

  • SME Growth: While some large corporations scaled back, we saw a significant influx of small and medium-sized enterprises (SMEs) eager to partner with Norwegian experts.
  • Global Reach: Our international membership share grew to 15%, strengthening our position as a global bridge-builder.

Market agility: From Canada to Poland

Our working groups demonstrated remarkable agility as political realities shifted. While the UK remains the "bread and butter" market for many members, 2025 saw exciting new developments elsewhere:

  • Poland: This emerged as an exceptionally exciting market where our targeted efforts have already secured strategic partnerships, effectively helping our members get a "foot in the door" in the Baltic region.
  • The Americas & Asia: We successfully pivoted our US focus toward Canada and maintained strong momentum through high-level delegations to Japan and South Korea.

Cost reduction and the road ahead

The quest for cost reduction in offshore wind remains a core pillar of our program. As we look back on a year defined by the transition from ambition to reality, we remain anchored in our mission: Markets, Innovation, and Supply Chain.
